📋 Land Mutation क्या है और PM Kisan से क्या संबंध है?
Land Mutation (दाखिल-खारिज) वह revenue process है जिसमें जमीन के official records (खतौनी/खसरा) में नए मालिक का नाम दर्ज होता है। यह हर बार जरूरी होता है जब जमीन का मालिकाना हक बदलता है - चाहे death, sale, gift, या partition के कारण हो।
PM Kisan योजना के लिए mutation indirect लेकिन important है। जब तक खतौनी में नाम update नहीं होता, Land Seeding 'Yes' नहीं हो सकता और installment रुक सकती है। Inheritance मिलने पर नए मालिक को fresh PM Kisan registration करना होगा।
⚠️ Important: PM Kisan राशि ₹2,000 प्रति installment (₹6,000 वार्षिक) है। अगली installment 23वीं है जो अभी release नहीं हुई है। 22वीं installment 13 March 2026 को release हुई थी।

बिना mutation के जमीन पर कोई भी government scheme (PM Kisan, PMFBY, KCC) का लाभ नहीं मिलता। साथ ही future में जमीन बेचने या loan लेने में भी दिक्कत आती है।
👨👩👧 Inheritance के प्रकार — कौन Eligible है?
अलग-अलग situations में PM Kisan eligibility और mutation process अलग होता है:

📝 Mutation की Step-by-Step प्रक्रिया
Land mutation एक formal revenue process है जिसमें 6 main steps होते हैं:
Application Submit करें
Tehsil office या online state portal पर mutation application submit करें। Form में पुराने और नए मालिक का नाम, खाता/खसरा नंबर, और mutation का कारण (देय/बेचान/उत्तराधिकार) भरें।
Documents Verification
Patwari/Lekhpal आपके documents verify करेगा। जमीन पर physical visit करके मौके की रिपोर्ट तैयार करेगा। Documents में कोई कमी हो तो सूचित किया जाएगा।
Public Notice जारी
कुछ states में 15-30 दिन की public notice दी जाती है। इस दौरान अगर कोई objection नहीं आता तो mutation approve होता है। Dispute होने पर SDM/Tehsildar सुनवाई करते हैं।
Tehsildar Approval
Patwari report और public notice period complete होने के बाद Tehsildar/SDM mutation order approve करता है। इसके बाद खतौनी में नया नाम दर्ज होता है।
Khatauni Update
Approved mutation के बाद revenue department खतौनी (record of rights) update करता है। नए मालिक का नाम और mutation number record में add हो जाता है।
PM Kisan में Update
Mutation complete होने के बाद 15-30 दिन में state-Central database sync होती है। Land Seeding status automatic update हो जाता है।

Note: अगर आपका state ऊपर नहीं है, तो अपने District Collector office या Tehsil से संपर्क करें। हर district का local revenue portal भी काम करता है।

🔄 Mutation के बाद PM Kisan Re-registration
जब mutation complete हो जाता है और खतौनी में नया नाम आ जाता है, तो PM Kisan में भी registration update करना जरूरी है:
- pmkisan.gov.in पर जाएं और 'New Farmer Registration' section खोलें
- Aadhaar Number enter करें और OTP verify करें
- Personal Details भरें — नया mobile, bank account (Aadhaar-linked)
- Land Details में updated खतौनी/खसरा number डालें
- Mutation Order Number और date भरें (अगर field हो तो)
- Form submit करें और registration number save करें
- 15-30 दिन में verification complete होकर अगली installment आएगी
✅ Tip: पुराने नाम वाले registration को deactivate कराना न भूलें। ऐसा न करने पर दोनों नाम पर installment आने की संभावना रहती है, जिसे वापस करना होगा।

Land Mutation (दाखिल-खारिज) वह legal process है जिसमें जमीन के रिकॉर्ड में नए मालिक का नाम दर्ज होता है। पुराने मालिक की death, बेचान, या gift के बाद revenue records (खतौनी/खसरा) में यह update जरूरी है। PM Kisan के लिए mutation होना mandatory नहीं है, पर Land Seeding 'Yes' करने के लिए जरूरी है।
अगर पुराने मालिक के नाम पर PM Kisan चल रही है और mutation नहीं हुआ, तो तब तक payment आती रहेगी जब तक state land record में नाम update न हो। Mutation के बाद नए मालिक को fresh registration करना होगा - पुराना registration automatic cancel हो जाता है।

Normal cases में 30-60 दिन लगते हैं। Complex inheritance cases या जमीन disputes में 3-6 महीने तक का समय लग सकता है। Uttar Pradesh और Bihar में online mutation portal से tracking हो सकती है।
Inheritance मिलने के बाद जो व्यक्ति land record में नाम transfer कराए, वही eligible है। पर अगर एक ही जमीन पर multiple heirs हैं तो सिर्फ एक को PM Kisan मिल सकती है। Joint ownership में family decide करे कि कौन apply करेगा।
हां। जब revenue record में नाम बदलता है, तो PM Kisan database में भी sync होता है। पुराने नाम पर आगे installment नहीं आएगी। नए मालिक को fresh registration करना होगा - यह mandatory process है।
हर state का अलग portal है। UP: upbhulekh.gov.in, Bihar: bhulagan.bihar.gov.in, MP: mpbhulekh.gov.in, Rajasthan: apnakhata.rajasthan.gov.in, Haryana: jamabandi.nic.in। State portal पर login करके mutation application submit करें।

1. Latest Installment: 22वीं installment 13 March 2026 को release हुई थी (₹2,000)। 23वीं installment अभी release नहीं हुई है — कृपया pmkisan.gov.in पर verify करें।
2. No Refund Trap: पुराने नाम पर आई payment को return करने में जल्दी करें। नहीं तो NARS (National Automated Redirect System) के through auto-recovery हो सकती है।
3. Joint Account: Joint ownership में सिर्फ एक व्यक्ति PM Kisan ले सकता है। Family में mutual agreement जरूरी है।
4. Timeline Reality: Mutation process में 30-90 दिन का समय लगता है। शुरुआत से ही apply करें, last moment पर न छोड़ें।
